Getting and Keeping Coverage: States’ Experience with Citizenship Documentation Rules

In mid-2006, federal regulations went in effect mandating that proof of citizenship be provided by anyone applying or renewing coverage for public health programs, such as Medicaid. A recent report examines the impact this requirement has on low-income families in seven states: Alaska, Arizona, Kansas, Louisiana, Ohio, Virginia, and Washington. As a result of the mandate, children and families are struggling to get and keep coverage, as some states have increased enrollment costs and reduced the need to simplify the enrollment process.
